Arsenal manager Arsene Wenger is plotting a double swoop on PSV Eindhoven to snap up youngsters Georginio Wijnaldum and Zakaria Bakkali.
The Gunners boss has only managed to sign Yaya Sanogo this summer and looks set to miss out on Luis Suarez with the Uruguay forward now expected to stay at Liverpool.
Meanwhile, London rivals Tottenham and Chelsea have both strengthened and Wenger is under pressure to bolster his squad ahead of a potential title challenge.
He is now targeting Wijnaldum and Bakkali and has already sent scouts to run the rule over the attacking duo in the opening rounds of the Eredivisie season.
Georginio Wijnaldum, 22, scored 14 league goals last season and has already been capped for Holland at senior level.
Meanwhile, 17-year-old Bekkali is regarded as one of the hottest young prospects in European football.
The Belgian striker recently became the youngest player to score a hat-trick in Eredivisie history when he struck three times in a 5-0 win over NEC Nijmegen.
